Import beetles

If I want to bring a beetle back to the U.S. (California) from another country, do I just need a USDA permit, or is it not possible no matter what? Also, if you do need a USDA permit, do you just show them the document and what you are bringing in at the inspection area?

 
You can bring back dead/dried beetles without a USDA permit though they have to be legally exported from that country (some species are regulated and some countries require specific export permits). You would neeed a permit to bring back a live beetle but chances of getting one are zero if you aren't someone special.
