Acquiring a native species in-state would be fine, and there are several interesting species in CA.
I've had no issues in the past receiving US native species, got plenty of different beetles through the mail!

Unless they're native to your state it is typically illegal to move them without permitting.

It is always illegal to move phasmids across state lines without a permit. The only way to legally obtain phasmids is to obtain native species that originated within your state.

Sorry, I should have been more clear; unless you're collecting native phasmids in your state, moving them is typically illegal; you are correct.
